The Minimum Means of nuclear- deployment and arms control patterns stem from the belief that deterrence is relatively unaffected by changes in:the size, configuration,and readiness;of, nuclear forces. The overall goal of the book is to provide information about nuclear security activities and thereby reducing the risk of a successful act ofnuclear terrorism. Its role in achieving this goal consists of the following broad-areas: facilitating-the development of, and adherence to, legally binding and non-binding international instruments; developing. international guidelines and ecommendations acceptable'to the iinternational community; providing related assessment services, training, equipment and technical advice; and providing or facilitating exchange of information and related services.
