Bio-terrorism, by no means a form of warfare unique to the present era, is as old as human race. Bio-terrorism had very little success in the past, but post 9/11 the threat is more real. What distinguishes the present era from the earlier periods in history is the coincidence between the greater means available to terrorists and the increasing numbers of targets which could be military, political, economic or civilian population. In order to deceive the state authorities non-state actors are adopting various unconventional tactics of terrorism and bio-terrorism could be one of them.
Before getting into the details of terrorism, this book first examines the historical context of biological weapons; secondly it addresses the need of realistic threat and risk assessment of bio-terrorism and tries to test an India-centric model of threat; thirdly it emphasises the need for proactive biodefence techniques and looks at various international instruments of disarmament that have been developed to tackle this threat in current geo-political context.
The book also carries out a few case studies related to actual and probable cases of bio-terrorism bringing out various technological and political dimensions of the cases.
