India since independence has experienced terrorism and insurgency in various forms. The author finds that, devoid of specific political and social issues, there exists great similarities. Basic aspects of the human element and behaviour in each area or movement are fairly alike.
The most critical link missing in the Indian state's response to terrorism and insurgency has been the absence of due consideration to the Human Element. The analysis put forward attempts to fill this gap and in the process demolish a number of commonly held mis-perceptions.
